The Climate Action and Low Carbon Development Bill, published this week, is a weak and disappointing bill that ignores important recommendations from the Oireachtas Environment Committee, according to Trócaire.
Éamonn Meehan, Trócaire’s Executive Director, says “time is not a luxury we have in tackling the impacts of climate change”, pointing out that climate change is a “major driver of poverty throughout the developing world”, having already thrown communities with which Trócaire works into “a constant state of emergency”.
Praising the work of the Oireachtas Environment Committee, he condemned the bill’s failure to include the Government’s own definition of ‘low carbon’, failure to ensure the independence of the National Expert Advisory Council on Climate Change and extension of the deadline to produce a national mitigation plan from one to two years.
